She was concerned about them climbing or even leaning over their banister on the 2nd floor, that looks down on their 1st floor.
She thought about placing metal railing on top of the banister, but thought it would just encourage them to climb. Another issue she was having, was the children throwing things over the banister onto the 1st floor.
